PRIMARY FUNCTIONS:

The Payroll Administrator position is a key member of the Human Resources team and reports to the Payroll Manager. The primary objective of the Payroll Administrator is to process accurate and timely payrolls for multiple company locations in multiple states. Bilingual of Chinese Mandarin is preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Define and implement all policies, processes, and procedures related to payroll at all company locations.
  • Ensures multi-state bi-weekly payrolls are processed in a timely and accurate manner.
  • Process all bonuses, incentives, and all other special payments as needed.
  • Process all off-cycle and special payroll runs as needed.
  • Ensure tax filing for federal, state, and local jurisdictions are handled properly.
  • Conduct audits on time records and other payroll changes to ensure accuracy of payroll including a full payroll reconciliation after each payroll run.
  • Support the employment maintenance in the system, including compensation updates and employee personal action changes.
  • Process child support, wage garnishment, and other payroll related court order.
  • Process manual checks including final checks and replacement checks.
  • Work with IT, HR, and other internal business partners to ensure security protocols for pay systems
  • Assist with benefits administration including New Enrollments, Open Enrollments, Life Events, and Wellness initiatives.
  • Provide support with internal and external audits.
  • Supports quarterly and year-end tasks including preparing and reconciliation of W2s and 1095Cs.
  • Prepare all termination packets, including maintaining and tracking COBRA.
  • Maintains employee confidence and protects payroll operations by keeping information confidential.
  • Research, analyze, and resolve payroll and benefits discrepancies.
  • Respond to payroll-related inquiries and requests.
  • Prepares payroll and benefits reports.
  • Comply with all procedures to ensure compliance with all state and federal requirements.
  • Support the deployment of new Human Resources initiatives and programs.
  • Assists the Human Resources department in developing and implementing more efficient processes.
  • Participate in special projects and perform other duties and assignments as needed.
  • Bilingual of Chinese Mandarin is preferred but not required.

SKILLS AND QUALIFICATIONS:

  • Extensive knowledge of payroll functions including preparation, balancing, internal control, and payroll taxes.
  • Demonstrated knowledge of and experience with current Human Resources laws and regulations.
  • Demonstrated knowledge of local, state, and federal employment and wage and hour laws, staffing and employment practices.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal and technical support skills.
  • Excellent organizational skills and attention to detail.
  • Proficient with Microsoft Office Suite or related software.
  • Ability to maintain confidentiality of records, proprietary and sensitive information.

EDUCATION AND/OR TRAINING:

  • Bachelor’s degree in Accounting, Human Resources Management, Business Administration, or related field preferred
  • Certified Payroll Professional (CPP) accreditation is preferred
  • At least 3 years of experience with multi-state Payroll processing with ADP Workforce Now
  • At least 3 years of experience with Workday preferred
  • At least 3 years of experience with benefits administration and retirement plans
